Melania Presses For Foster Care Bill: ‘I Want This On Donald’s Desk’
New details about Melania Trump’s behind-the-scenes lobbying efforts for her “Fostering the Future” legislation have come to light.
The first lady hosted a bipartisan roundtable on Capitol Hill in April, where she urged lawmakers, including Representative Danny Davis, to support the legislation, describing it as a “moral imperative.”
Reports also revealed that Melania told fellow roundtable participant Representative Jason Smith that she wanted the bill to reach Donald Trump‘s desk so it could be signed into law.
Melania Trump Called The Policy A ‘Moral Imperative’

For much of the past year, Melania Trump has worked to advance her “Fostering the Future” initiative, an effort that culminated in President Donald Trump signing an executive order in November 2025.
However, the executive order marked only the first step in her campaign to turn the initiative into law. To achieve that, the first lady sought bipartisan support, convening a roundtable on Capitol Hill in April that included several Democratic lawmakers who have often opposed her husband’s policies.
During the meeting, Melania argued that codifying the executive order into law was a “moral imperative” and underscored the urgency of the measure as the representatives went behind closed doors to deliberate further.
“I want this on Donald’s desk by the August recess,” the first lady said, as reported to Politico by Representative Jason Smith.
Democrats Praised Melania’s Roundtable

Within weeks, the first lady’s bill passed the House with little resistance and now awaits Senate approval. Much of that success can be attributed to Democratic lawmakers recognizing the policy’s importance and appreciating Melania’s willingness to reach across the aisle.
“I think it made all of us feel good” to have the first lady speak on foster care issues despite other potential political disagreements, said Davis, per the outlet.
He added, “It’s been great to work knowing that the first lady shares some of the same thoughts and ideas, and I think her support has been very helpful in moving the agenda forward.”
What The First Lady’s Policy Seeks To Do
Melania’s “Fostering the Future” policy largely centers on modernizing the child welfare system and ensuring more children, particularly those in foster care, have access to pathways for success.
This would include increased “access to Education and Training Vouchers and federal grants to support” specifically “time-limited and credentialed programs that promote educational success, workforce advancement, and financial literacy.”
As part of the effort, the U.S. Department of Health and Human Services, the U.S. Department of the Treasury, the U.S. Office of Personnel Management, and the U.S. Department of Housing and Urban Development are involved.
Later, in a statement after Trump signed the executive order, Melania described the initiative as both “empathetic and strategic” and emphasized that it will “certainly be impactful.”
Melania Trump’s Role Has Expanded Behind The Scenes

Despite largely steering clear of her husband’s campaign trail, Melania has embraced her role as first lady for a second time by actively working behind the scenes on selected policy issues.
Among her most notable efforts was working with lawmakers to pass the Take It Down Act, a U.S. federal law that criminalizes the nonconsensual publication of intimate images, including deepfakes, and requires online platforms to remove such content upon request.
She also actively pushed for the reunification of dozens of Russian and Ukrainian children with their parents, including writing a letter to Russian President Vladimir Putin and spearheading negotiations with officials on both sides.
Melania also called on Congress to invite victims of Jeffrey Epstein‘s abuse to testify, echoing a request that many of the victims themselves have repeatedly advocated for.
Melania Trump Wants To Redefine The First Lady Role
Experts say Melania’s actions are consistent with her desire to carve out her own legacy as first lady.
“Every first lady comes into this position able to, and wanting to put their own stamp on the role, and because it is so undefined and not officially documented anywhere in the Constitution, or anywhere, there’s no position description for it. They get to rewrite it any way that they want it to be,” said first lady expert Anita McBride.
One member of her close circle also believes the first lady has a greater goal in mind with her initiatives.
“First lady Melania Trump is locked in. She is looking to achieve more than any first lady before in history,” said Marc Beckman, senior exclusive adviser to Melania.
